Two former personnel executives with lengthy NFL resumes are set to assume major managerial positions in an upstart spring football league.

Tim Ruskell and Billy Devaney are expected to become the de facto general managers of Alliance of American Football teams in Orlando and Atlanta, respectively, a source told Sporting News.

As team president overseeing personnel decisions, Ruskell is credited with helping the 2005 Seattle Seahawks field a Super Bowl roster for the first time in franchise history. The Seahawks then began a gradual decline that led to a forced resignation late in the 2009 season.

Ruskell has worked as a Tennessee Titans scout since 2012.

Devaney’s 30-plus seasons in the NFL were highlighted by his three-year stint as the St. Louis Rams’ general manager from 2009 to 2011. He most recently worked for two seasons as a player personnel director and coaching assistant at the University of Nebraska before leaving in December 2017.

Ruskell and Devaney will be paired with head coaches Steve Spurrier (Orlando) and Brad Childress (Atlanta) respectively as both franchises start preparing to fill rosters with the AAFL preparing to begin play in February following Super Bowl 53.
