Every NFL team's biggest offseason need after 2025 free agency & draft, from Steelers QB to Cowboys WR image

Every NFL team has worked to improve personnel on their 2025 roster this offseason, trying to best manage veteran signings in free agency and picks in the draft.

However, from varying degrees, each team also knows it has some holes still left to fill at one or multiple lineup spots.

Going by position, from offense to defense, here's looking at the most pressing unfinished business for all 32 teams.

Quarterback

Pittsburgh Steelers

The Steelers are looking at either Mason Rudolph, Skylar Thompson, or rookie Will Howard serving as their Week 1 starter — still a much lesser QB room than they had the previous two seasons. For them to think about remaining a playoff team, Aaron Rodgers needs to happen. Trading for the Falcons' Kirk Cousins would be the last fallback.

New Orleans Saints

The Saints did draft Tyler Shough, but he adds a third shaky young option to join Spencer Rattler and Jake Haener with the future of Derek Carr (shoulder) in doubt. New Orleans could use some kind of seasoned option, such as Tyler Huntley, to run Kellen Moore's offense.

Running back 

Chicago Bears

The Bears went from wanting Ashton Jeanty and Omarion Hampton badly to not even considering this position until late in the draft despite having D'Andre Swift as the best option for Ben Johnson's new rushing attack. At this point, they need to take a shot on Nick Chubb.

Wide receiver

Dallas Cowboys

The Cowboys went from potentially landing Matthew Golden in the draft to not taking any wideout to better support CeeDee Lamb and Dak Prescott. They must keep thinking about an Amari Cooper reunion.

Los Angeles Rams

The Rams replaced Cooper Kupp with Davante Adams to help Puka Nacua, but they could still upgrade the slot. Former crosstown Chargers star Keenan Allen makes a lot of sense late.

New York Jets

The Jets drafted their tight end in Mason Taylor to help Garrett Wilson, but their depth chart is limited for Justin Fields. They should look at getting Cooper or Allen, too.

Amari Cooper

Offensive tackle

Jacksonville Jaguars

The Jaguars were tied at one time to take Will Campbell with Walker Little shaky health-wise and Anton Harrison disappointing. They need to take a flier on Jedrick Wills.

Miami Dolphins

The Dolphins didn't address the position despite the late retirement of Terron Armstead, putting a lot of pressure on Patrick Paul on the left side. They should consider former Ram Joe Noteboom.

New York Giants

The Giants should have thought about an option opposite Andrew Thomas. They could be a good fit for former Steeler Chukwuma Okorafor.

Guard/center

Arizona Cardinals

The overall interior line is the bigger concern for supporting Kyler Murray and James Conner, but the Cardinals remain most suspect at center.

Atlanta Falcons

The Falcons didn't replace free-agent loss Drew Dalman (Bears), and someone like former Patriot David Andrews looks like their best option.

Denver Broncos

The Broncos make a hat trick in needing to shore up center most, but otherwise, they filled all their key needs for Bo Nix in Year 2.

Houston Texans

The Texans were supposed to consider Tyler Booker or Grey Zabel for guard in the first round, but they ended up not picking in their original slot.

Indianapolis Colts

The Colts also have some concerns at cornerback, but they are feeling some void after losing top guard Will Fries to the Vikings.

New England Patriots

The Patriots moved on from Andrews, so they could use a versatile offensive lineman for depth.

Kansas City Chiefs

The Chiefs, like the Texans, didn't go for a guard, focusing more on tackle in the offseason. Mike Caliendo remains a liability.

Edge rusher

Detroit Lions

The Lions needed more complementary help for Aidan Hutchinson coming off an injury, but they went from Myles Garrett rumors to little upgrades there.

Tennessee Titans

The Titans moved on from Harold Landry, and in their offense-focused draft, they couldn't add needed juice to get to the quarterback.

Washington Commanders

The Commanders also were in the Garrett rumors before his new deal with the Browns. For these three teams, Von Miller, Za'Darius Smith, Preston Smith, and Matthew Judon lead the best remaining options.

Defensive tackle

Baltimore Ravens

The Ravens don't have any glaring needs after another bang-up offseason for John Harbaugh, but getting some more punch inside on their defense is a minor concern.

Los Angeles Chargers

The Chargers don't have any glaring needs after another bang-up offseason for Jim Harbaugh but getting some more punch inside on their defense is a minor concern.

Linebacker

Carolina Panthers

The Panthers went to work big-time on edge rusher and other key positions to rebuild their defense, but linebacker is a bit of a big worry next to Josey Jewell.

Seattle Seahawks

The Seahawks also went down the line to fill plenty of needs, leaving a relatively minor issue at linebacker to help Ernest Jones. Kyzir White would be the top target for either of these teams.

Cornerback 

Cincinnati Bengals

The Bengals were tied plenty in the draft to Jahdae Barron for secondary depth, but they could still use another option for both outside and the nickel. There are plenty of options out there, with Kendall Fuller being a good fit to replace Mike Hilton.

Las Vegas Raiders

The Raiders are in the same boat with their new-look defense, needing a little more help both inside and outside after not re-signing Nate Hobbs. Hilton or Fuller can work here.

Cleveland Browns 

The Browns need to get some depth, as they still have some injury and effectiveness concerns with Martin Emerson and Greg Newsome. Rasul Douglas and Asante Samuel Jr. are options.

San Francisco 49ers

The 49ers lost Charvarius Ward, and corner was the one position they didn't focus on replenishing after their mass defensive exodus in free agency. They should think about veteran mercenary Stephon Gilmore.

Safety

Green Bay Packers

The Packers are weak next to Xavier McKinney, a star free-agent addition from 2024. Their best options start with Justin Simmons and Julian Blackmon, who both should be on teams by the start of the season.

Minnesota Vikings 

The Vikings like the promise of Theo Johnson to replace Camryn Bynum next to Harrison Smith, but they should think about adding the experience of Simmons.

Philadephia Eagles

After losing C.J. Gardner-Johnson, this is the last real roster tweak the Eagles need for Vic Fangio's defense. They can likely convince Simmons to sign with them given their Super Bowl status.

Tampa Bay Buccaneers

The Bucs don't really have depth or anyone reliable next to Antoine Winfield. Perhaps they once again can bring back Jordan Whitehead. Depth at linebacker is also a question.
