Josh Addo-Carr's future in the NRL remains unclear after his contract was terminated by the Bulldogs following a positive cocaine test in a roadside drug test.
The Dragons were viewed as early candidates to poach the speedster but a fresh contender has emerged in the form of the Eels.
Parramatta have recently granted fullback Clint Gutherson an early release, freeing up a sizeable chunk of their salary cap to sign further top-level talent.
It has also been reported that Addo-Carr met with the Eels on Monday.
News Corp's Brent Read now believes they are currently in the best position to sign the Origin winger.
"It looks like the Eels are now probably favourites to get Josh Addo-Carr," Read told Triple M's The Rush Hour.
"They've got cap room because they've cleared about $900,000 off their salary cap with [Clint Gutherson] leaving."
While St George would likely benefit from a top-level winger joining their club, Read revealed that Mikaele Ravalawa's current contract could be a roadblock.
"I don't think the Dragons have got a spot for him .... they can't really fit him in," he said.
"It's pretty well known they've been trying to move Mikaele Ravalawa for quite some time now, and they haven't been able to get that done.
"Until that happens, I don't think the Dragons can hit him (Gutherson) in.
"At the moment, you've said Parra have the advantage."
